How can a HR Manager to comunicate with senior person for a success hunting ?

I'm not a HR, but normally when recruiting a senior person, HR is only in charge of searching, then he/she collect all the resume and send to the management team, it is actually the management team communicating with the senior

What kind of topic is best ? Company need good person, How to let them come ?

people in the management team are a group of very experienced engineers (for example), by looking at the senior's CV and cover letter, they would know the ability of the applicant. I've had two interviews so far since I'm only a graduate, but in an interview, they do not ask any technical question, they would only ask what aspect you would like to do and what's your interests.
a good salary and additional benificial package will usually attract a skilled and experienced engineer as well as an interesting project...not really sure about this, but to me, money is the most attractive
