Another option you could check out that doesn't involve splines at all
is to use features available in the Visualization Toolkit (VTK) which is
an open source library of graphics routines. I would only suggest this
option if you are willing to do some C++ coding. It is a very useful
and powerful *free* library of software routines.

We have just launched our new software package ScanFE which automates the
conversion of medical imaging data into finite element models. ScanFE is
currently the only software to provide fully automated and robust conversion
of 3D data into finite element models.
   
ScanFE also comes with an image pre-processing module ScanIP providing a broad
range of 2D and 3D segmentation tools and ScanFE generates 3D finite element
models based on segmented data.
   
Features of ScanFE include:
   
* Fully automated, robust and fast
* Models of arbitrary geometric complexity are meshed with guaranteed mesh
qualities
* Multiple structures/Regions of Interest are meshed simultaneously (up to
seven)
* Contact/interfaces between structures are conforming (i.e. no gaps or holes
where structures in contact)
* Built in adaptive meshing
* Inhomogeneity in material properties are automatically modelled (e.g. Bone
stiffness throughout mesh can be assigned based on parent voxel greyscale)
* Partial volume effects are taken into account to provide best surface
recreation for thresholded volumes
* RP model exact geometric replica of FE model

We use Materialise software for 3D reconstruction of bones from CT-scan
data. Visit: http://www.materialise.com/mt.asp?mp=3Dhm_main. We perform
simulations / finite element analysis on the 3D reconstructions, using
I-Deas finite element software.

We have used software called "oints to Polys" (or Points2polys) by
Paraform. It can create faceted surface models from point-cloud data.
The models can be exported in a number of different formats including STL
and OBJ. It has the ability to filter the dataset by specifying
minimum distance between points or by percentage reduction prior to
triangulation. There is a free version here:

I used data obtained from laser scanning of the surface of the pelvis and
manipulated it using CyDir on a Silicon Graphics work station. I suppose this
software is designed specifically for use with Cyberware digitisers, but it is
worth checking to see if your data format is supported.

expect from it. Problem : it's quite expensive (about 3 000 euros)

I used Imageware Surfacer 10.0, Rapidform 2000 before. I think both of them
were easy to use. I did use them to reconstruct the surface geometry of
plantar foot shape in the Industrial Centre of the Hong Kong Polytechnics
University (http://ncm.ic.polyu.edu.hk/). You may find some useful

I have just started looking at software to solve a similar problem, surface
reconstruction from data collected with a Microscribe hand digitizer... I
have started to work with Rhinoceros and a bit in Matlab and hopefully with
a little time they will do what I want.! in any case, I look forward to
seeing a summary of the responses you recieve

one of my colleagues searched the web for appropriate software a couple
of months ago. As far as he could state obviously there is no perfect
package available. Each package has more or less problems with closing
wholes in a cloud. He gave me a sample of links that you might try
yourself. Maybe you even find out an optimal solution and can recommend
it.

I would recommend Slicer. I use it to construct 3D surface models (Vtk
models) of bones in the knee joint, starting off with grayscale CT data (can
also use MRI or any grayscale image data).
This program can be downloaded for free by registering on www.slicer.org It
also contains some useful measurement tools.

Have you tried using Metris?  You can import the point cloud data and convert
it to an STL file.  We use it for reconstructing bones, implants and soft
tissues from CT and MRI data.  If you=92re lucky you may find a pirate version
on Kazaa to see if it works or not.  Hope this helps.

I have used "Surfer" to represent 3D data (eg. topographical maps/charts).
There is GIS software (eg. Arcview) used by Civil engineers.
National Instruments has a 3D graphics package; as does MatLab.

You could check into Rhino:

You can download a working copy of the software to test it out.
   
We usually take straight 3D cross-sections through our surfaces. We then
create a spline through the data points and then use these splines to recreate
the surfaces.. as lofted surfaces, form patch, coons etc. We use MasterCAM for
this.
   
Rhino may be able to handle what you are looking for.
