There are two definitons for heat loading: HGEN (W/m^3) and HFLUX (W/m^2).
IN 3-D simulation, HGEN is applied on volume, HFLUX is applied on surface area.
IN 2-D simulation, HGEN is applied on area, HFLUX is applied on line.
IN 1-D simulation, HGEN is applied on line, HFLUX is applied on node.
Note, even in 2D and 1D simulation,the unit of HGEN is still W/m^3, same rule for HFLUX.
My understanding is that no matter how you apply HGEN, e.g. in volume, nodes and elements, the load will finally transfer into the element loading. So using BFE is better than BF. Here is the previous post talking about difference between BFE and BF:
